Canada’s own industry minister, Mélanie Joly, said plainly that Ottawa’s new tariffs are designed to apply political pressure in key U.S. midterm races. That’s not an inference drawn by hawks; it’s the stated purpose, from the official imposing the levies. As the Wall Street Journal reported, trade experts read the target list and saw the strategy immediately — the tariffs were built to squeeze Republican candidates in the specific states that will decide control of the Senate.

The tell is in what Canada chose to hit. Nearly 200 seafood tariff lines land squarely on Maine, where Republican Sen. Susan Collins faces reelection in a race that could decide the majority. Roughly half the lobster caught in Maine goes to Canada, so a former U.S. trade official noted the obvious: you don’t aim at Maine lobster by accident in an election year. Collins had already warned that a trade fight with Canada could hurt businesses back home. Ottawa appears to have looked at that vulnerability and decided to press on it deliberately, hoping economic pain translates into a flipped seat.
